Annette Sandberg is the CEO of TransSafe Consulting, LLC. TransSafe Consulting providestransportation, public safety, and security services to public and private organizations dealing with regulatory policy compliance, implementation, and management of complex transportation and safety programs, including the new FMCSA enforcement program, CSA.
In November of 2002, Secretary of Transportation Norman Y. Mineta appointed Ms. Sandberg as Deputy Administrator of the Federal Motor Carrier Safety Administration (FMCSA), United States Department of Transportation. Upon the departure of the previous Administrator, secretary Mineta designated Ms. Sandberg Acting Administrator.
She became the second Administrator, FMCSA, on August 1, 2003, following her confirmation by the United States Senate. The agency is dedicated to improving truck and bus safety on the nation’s highways. FMCSA has offices in all 50 states, the District of Columbia, and Puerto Rico. Ms. Sandberg led the agency of 1,100 people and an annual budget of $465 million until April 1, 2006.
Prior to her appointment as FMCSA Deputy Administrator, Ms Sandberg served as Deputy Administrator of the National Highway Traffic Safety Administration (NHTSA). With more than 600 employees and a $403 million annual budget, NHTSA is responsible for reducing deaths, injuries, and economic losses resulting from motor vehicle crashes.
A nationally recognized expert in law enforcement and public safety, she led the Washington State Patrol as Chief for 6 years. The agency had a biennial budget of $321 million and more than 2,200 employees. When appointed to the position in 1995, she was the first woman in the country to lead a state police agency. She served in the Washington State Patrol from 1983 to 1994 rising to the rank of Lieutenant.
An attorney by training, Ms. Sandberg received her law degree from the University Of Puget Sound School Of Law in 1993. She is licensed to practice law in Alaska and Washington State. In 1988, she received an MBA from City University in Bellevue, WA, graduating Magna Cum Laude. In 1996, she attended the Government Executive Institute at Harvard University’s John F. Kennedy School of Government. She also attended the FBI’s National Executive Institute in 1998.

Annette Sandberg previously served as interim President of the National Industrial Transportation League, (NITL). In December 2010, in addition to her consulting business, Ms. Sandberg joined the firm of Scopelitis, Garvin, Light, Hanson, and Feary as “Of Counsel” in the firm’s Spokane office.
